During 1999 EOD Solutions Ltd were requested by the United Kingdom, Department for International Development (DfID) to conduct a study into the large stockpile of ammunition held by the Albanian Armed Forces (AAF). The North Atlantic Treaty Organisation (NATO) Explosive Ordnance Disposal and Ammunition Storage Training Team (EODASTT) identified a serious threat to the civilian population from the stockpile of ammunition that was a legacy from the period of communist rule.

The stockpile of ammunition was estimated to be in excess of 125,000 tons and was stored at locations throughout the country, many of which were in residential areas. Approximately 90% of the ammunition was stated to be over 30 years old and concern was focused on the stability of the propellant and ammunition in general and the threat it posed to the military and more importantly the civilian population.

A study team was assembled comprising of international and National personnel with the required qualifications and experience specified within the strict terms of reference. The team was to be headed by a Project Manager and Political Consultant. Mr. Nigel Towler, Managing Director of EOD Solutions Ltd, was selected to combine these roles and began his close involvement with Albania and the Albanian people.

The study was conducted over a number of months and made recommendations regarding disposal and storage facilities. The conclusions of the study were published in an exhaustive document, outlining the significant dangers of the continued storage of the ammunition and its locations. The study continues to form the basis for the work the Albanian Armed Forces and NATO are currently undertaking in Albania.

The study focused great attention of the problems faced by Albania and have led to significant support by donor Governments to assist with the ongoing task of reform and demilitarisation.
