EOD Solutions Ltd was contracted to assist the Albanian Armed Forces (AAF) especially the Arms and Ammunition Branch of the Ministry of Defence, to provide guidance regarding the storage and the overall management of their current ammunition stocks as well as planning for the future when the stocks have been reduced and the military reform is completed. The team investigated the system adopted by the AAF and made recommendations to the AAF on the way forward this was achieved by looking at the regulations the AAF currently were working under and combined them with NATO and the United Kingdom regulations to provide an interim set of explosive regulations which would assist them in the integration into a full NATO system in the future. EOD Solutions Ltd also visited six ammunition storage sites with a view to licence them to NATO Standards. This was undertaken to assist the AAF to plan for future storage requirements as the depots will require restocking and some structural work to bring in line with the required standards for ammunition storage under the NATO guidelines. The licensing cannot be introduced at this time but will give an insight of the storage criteria of NATO to the AAF and enable sound judgements to be made for future ammunition storage. The team also produced plans of each of the depots after plotting them with Ground Positioning Satellite equipment and local mapping, something that had not been undertaken previously. A document was produced which contained fourteen chapters of interim regulations on different aspects of ammunition storage and management by the company. This was to provide a basis for the future ammunition management by the AAF to work towards implementing NATO Guidelines. Individual documents for the licensing of six of the AAF depots were also completed and given to the Arms and Ammunition Branch of the Ministry of Defence, all documents were produced in English and Albanian.
During this project two databases were developed by the team to enable the AAF to record the weapons and ammunition data currently recorded only on paper and ledgers. The databases are an interim measure to allow the AAF to computerise their stock holdings and to identify weapons and ammunition in each unit and depot. Through EOD Solutions Ltd the British Embassy was approached and donated a computer on which the classified data was installed. Additional security was provided to protect the computer and the classified data it contained, this was facilitated by the Defence Section of the Embassy and the Defence Attaché. The company also identified 500 tons of small arms ammunition which was destroyed within the contract period by the AAF.
